Answer:

Volume of cylinder cup = pi r^2 h  = pi 2^2 8 = 32 pi    in^3

volume of sink/volume of cup = number of cups

2000/(3pi)  /   32 pi    =  2 scoops

If you meant the volume  is pi *2000/3       then  pi*   2000/3  /   32 pi =  21 scoops
